Market guide
Canadian English and French SEO for iGaming
Canada has two locales, en-CA and fr-CA, but no single gambling market. Each province decides how online gambling is offered, so country-level hreflang has to sit on top of province-level license checks, with Québec's French language rules in view.
In brief
- Locales:
en-CAandfr-CA. Hreflang has no province codes, so province rules must be handled on the page and in access controls. - Under the Criminal Code, provincial governments conduct and manage lottery schemes, which is why online gambling is provincial.
- Ontario opened a regulated market on April 4, 2022, for operators registered with the AGCO and under agreement with iGaming Ontario. Its minimum age is 19.
- Québec's language office says websites of businesses established in Québec that market there must be in French.
A provincial market behind a national code
Section 207(1)(a) of the Criminal Code allows the government of a province, alone or with other provinces, to conduct and manage lottery schemes, including computer-based ones. Each province has used that power differently:
| Province | Model | Minimum age | Status of the source |
|---|---|---|---|
| Ontario | Private operators registered with the AGCO and under contract with iGaming Ontario, since April 4, 2022 | 19 for iGaming sites | AGCO pages |
| Alberta | iGaming Alberta Act names the AGLC as regulator and creates the Alberta iGaming Corporation; competitive market reported live from July 13, 2026 | 18 under the Act | Act factsheet (government); launch date from a law firm and trade press |
| Québec | Loto-Québec says its site is the only legal online casino and sports betting site in Québec | 18 | Loto-Québec's own statement |
Other provinces rely on their lottery corporations' sites. Before any page targets Canada, confirm which province or provinces the brand may serve.
Locale decisions
- Values.
en-CAandfr-CA. Province codes such as ON or QC are not valid hreflang regions, andcaon its own is the language code for Catalan. - What hreflang cannot do. An
en-CApage reaches searchers across Canada. If the brand is licensed only in Ontario, say so on the page, keep calls to play behind the province checks the license requires, and keep the page itself the same for every visitor. - French. The Office québécois de la langue française says a website used by a business established in Québec to market goods or services there must be in French, and other languages are allowed if French appears in an at least equivalent way, meaning the same information is available in French. Get the brand's position confirmed. Where it applies,
fr-CAis a requirement, not an extra. - Same-language sets. If the brand runs
en-GBanden-CA, the Canadian page needs its own license, age, help and currency details, or it is a duplicate in all but name.
Help and age
Ontario iGaming sites may not admit anyone under 19 (Registrar's Standard 3.1.2.b). iGaming Ontario points players to ConnexOntario on 1-866-531-2600, free and open 24 hours a day. Players can check an operator in iGaming Ontario's directory of registered operators and their sites, linked from the AGCO.
SEO checklist for Canada
- Confirm the province or provinces covered, and the operator's entry in the relevant register, such as iGaming Ontario's directory.
- Annotate
en-CAand, where required or offered,fr-CA, with full sets and return links. - State the province scope on the page and apply the access rules the license requires.
- Use province-correct age and help details; do not reuse other markets' notices.
- Have Québec French reviewed by a reviewer who works in it.
Questions
Can hreflang target Ontario only?
No. Hreflang regions are ISO 3166-1 country codes, so en-CA covers Canada as a whole. Handle province limits on the page and in the access controls the license requires.
Is a French version required for Canada?
It depends on the business. Québec's language office says websites used by businesses established in Québec to market goods or services there must be in French. Confirm with counsel whether that applies.
What is the minimum age for online gambling in Ontario?
19. Ontario's Registrar's Standards bar anyone under 19 from iGaming sites.
