German-Language SEO for Licensed iGaming Brands
Target Germany with de-DE, on websites listed in the GGL's official whitelist. Keep virtual slots and online table games apart in URLs, keywords and copy, because German law licenses them through different bodies.
In brief
- Locale:
de-DE. German-speaking Austria and Switzerland have their own gambling laws and are not covered here. - The GGL publishes the official whitelist of permitted operators and websites under § 9(8) GlüStV 2021.
- Virtual slots (§ 22a) are licensed by the GGL; online table games (§ 22c) are left to each state.
- Since July 1, 2026, the GGL allows slot stakes above the EUR 1 default, up to EUR 3 or EUR 5, for players aged 21 and over who meet its conditions.
Regulator and whitelist
The Gemeinsame Glücksspielbehörde der Länder (GGL), based in Halle (Saale), took over its full duties on January 1, 2023, under the State Treaty on Gambling (GlüStV 2021), which came into force on July 1, 2021. Under § 9(8) GlüStV 2021 the GGL publishes the official whitelist of permitted operators and their websites. In September 2026 the GGL reported 129 operators and intermediaries and 229 permitted websites. Check the live list before annotating any page de-DE; old PDF snapshots of the list circulate online.
Locale and URL decisions
- Value.
de-DEfor Germany.dealone would target German speakers in Austria, Switzerland and elsewhere, where the brand's German permit does not apply. - Domain. We found no domain-extension rule in the sources we checked. The URLs you publish should match the websites listed for the operator on the whitelist.
- Canonical clusters. Google's canonicalization guide uses a
de-deandde-chpair to explain that it prefers URLs inside hreflang clusters as canonicals. If a brand serves both countries legally, keep the two versions distinct in content, not only in their tags.
Two products, two legal bases
GlüStV 2021 treats virtual slot games and online casino games differently. Virtual slots fall under § 22a and the GGL's permits. Online casino games, which the GGL describes as table games such as roulette, blackjack and baccarat, fall under § 22c: each state may provide them for its own territory, through its own provider or a limited number of concessions. For SEO this has three effects:
- Keyword sets should be split by legal product, not translated from an English "online casino" list.
- Pages for a brand with only a slots permit must not describe or promote online table games.
- Copy should use the legal terms consistently (see the translation QA term base).

The higher-stake rule drew criticism from addiction experts in an open letter in August 2026, and the GlüStV 2021 is under evaluation. Expect further change and date every statement about limits.

Questions
Should a German casino site use de or de-DE?
Use de-DE. The value de alone targets German speakers everywhere, including Austria and Switzerland, which have their own gambling laws.
Is online roulette covered by a GGL slots permit?
No. GlüStV 2021 handles online table games such as roulette, blackjack and baccarat under § 22c, at state level. Virtual slots are a separate product under § 22a.
Is the EUR 1 slot stake limit still in force?
EUR 1 per game is still the default. Since July 1, 2026, the GGL allows up to EUR 3 or EUR 5 for players aged 21 and over who meet its conditions, until the end of 2027.
