Spain iGaming SEO: es-ES, the .es Rule and DGOJ Licensing

Spain is the one market here where the law sets the URL structure. Licensed operators must run a dedicated .es website and redirect connections from Spain to it, so the es-ES version lives on its own domain and every hreflang set that includes it is cross-domain.

In brief

  • Locale: es-ES. Plain es targets Spanish speakers in every country.
  • Ley 13/2011, art. 10.4, requires a website specific to Spain under .es, and a redirect to it for connections from Spain and Spanish user accounts.
  • The DGOJ's operator search listed 77 licensed operators with their domains on October 26, 2026.
  • RD 520/2026 adds combined deposit limits across operators from about March 25, 2027.

Regulator and license

The Dirección General de Ordenación del Juego (DGOJ), attached to the Ministry of Social Rights, Consumer Affairs and Agenda 2030, regulates and supervises Spain's state-level gambling market. Ley 13/2011 of May 27 requires an enabling title (título habilitante) to operate. Operators first need a general license, which lasts 10 years and can be renewed once for the same period. The DGOJ's operator search lists licensees with their domains.

The .es rule and what it means for SEO

Article 10.4 of Ley 13/2011 lists obligations for license holders. Two of them decide the structure:

"Implantar un sitio web específico con nombre de dominio bajo «.es» para el desarrollo y la comercialización a través de Internet de actividades de juego en el ámbito de aplicación de esta Ley."

Ley 13/2011, art. 10.4.d (set up a specific website with a .es domain name for offering and marketing gambling online within the law's scope)

Article 10.4.e then requires redirecting to that .es website all connections made from locations in Spanish territory or using Spanish user accounts. The SEO consequences:

  1. es-ES lives on the .es domain. Do not keep a parallel Spanish folder on a .com for the same audience; redirect it, page to page, to the .es site.
  2. Sets are cross-domain. The .es pages and the brand's other market pages must list each other, so both hosts carry the full set.
  3. The redirect is legal, not optional. Google advises against IP-based redirects in general, but this one is required. Make it exact and keep information pages consistent for all visitors (see switching and redirects).
  4. Each host needs its own sitemaps and Search Console property.

Languages

The Constitution makes Castilian the official state language and makes the other Spanish languages co-official in their autonomous communities under their statutes. We found no gambling rule requiring websites in Catalan, Basque or Galician. If a brand adds them, each version needs a valid value: ca-ES, eu-ES or gl-ES. Do not reuse Latin American Spanish copy; the value es-419 is valid BCP 47 but Google's hreflang documentation supports only two-letter region codes.

Advertising and promotions

Royal Decree 958/2020 governs commercial communications. A Supreme Court ruling of April 2, 2024, published in the BOE on May 25, 2024, annulled articles 13.1 and 13.3, article 15, article 23.1, article 25.3, and articles 26.2 and 26.3, and dismissed the rest of the challenge. Provisions that remain include:

  • no communications aimed directly or indirectly at minors (art. 11.1);
  • a safer gambling message such as "si juegas, juega con responsabilidad" (art. 10.3) and an age warning such as "+18" or "menores no" (art. 11.3);
  • promotion conditions available on the operator's website (art. 13.4.d);
  • broadcast audiovisual communications only between 01:00 and 05:00 (art. 18.1).

  1. Confirm the operator and its .es domains in the DGOJ operator search; record the date.
  2. Publish es-ES on the .es site; redirect any other Spanish URLs to their .es equivalents.
  3. Write cross-domain hreflang sets and verify both hosts in Search Console.
  4. Check templates for the "Juego más seguro" section, age warnings and promotion terms.
  5. Plan copy changes for the combined deposit limits before March 2027.

Questions

Must a Spanish-licensed casino use a .es domain?

Ley 13/2011, art. 10.4.d, requires license holders to set up a website specific to Spain under a .es domain, and art. 10.4.e requires redirecting connections from Spain and Spanish accounts to it.

Can I target Spain with es instead of es-ES?

The value es targets Spanish speakers in every country. For a license that covers only Spain, use es-ES on the .es site.

Were Spain's bonus advertising limits struck down?

In part. The Supreme Court's ruling of April 2, 2024 annulled several articles of RD 958/2020, including articles 13.1 and 13.3, and upheld the rest. Check the current text with counsel before writing promotion copy.
